In this issue of our NACE News, we will take a look back at the third Civic Education Conference (CEC) in Casablanca in December 2018, which brought together over 250 Civic Education stakeholders and experts from more than 40 nations. 

Furthermore we will introduce the NACE Database. The preliminary version of the NACE Database was launched during the CEC III in Casablanca. This database provides an overview about several organizations working in the Region and offers a platform for information and exchange on Civic Education. It also invites any Civic Education organizations to register.

The Civic Edutainment Manual will be presented, which was initiated under the umbrella of the Danish Egyptian Dialogue Institute (DEDI) and NACE. It has launched on March 13th in Zamalek, Cairo. The Civic Edutainment Manual focuses on five central methodologies: Role-playing, Practice-based learning, Drama, Debates, Creative expression. 

In addition, various smaller and larger projects will be presented. These include CEFP – Civic Education For Participation, the MAC CLUB leadership working space M.A.C.L.W, the Ambassadors for Dialogue and Mosta9bali. The Goethe Institute Cairo will tell us more about their Training-of-Instructors (ToI) program and the Foundation for Human Rights Initiative (FHRI) will introduce their ‘My Rights, My Power’ campaign which was implemented in Uganda in 2018.

CEC III: Civic Education Conference 2018
The CEC III took place under the motto The role of Civic Eduation for social cohesion in Casablanca, Morocco from December 3rd to 7th 2018.
The CEC III has come to continue on what the previous two conferences, in Egypt and Tunisia, accomplished. The special nature of CEC III lies in the fact that it was a collective effort in terms of its organization by the NACE Executive Board and Advisory Board in their individual capacities as well as bringing in their organizational capacities on board. 
Prior to the Main Conference two different Pre-Conferences took place: The Training of Trainers-Programme by the Goethe Institute Cairo and the Experts’/ Stakeholders’ Meeting. The Outcomes of the conference can be summarized into three types:
1.     The Experts’/ Stakeholders’ meeting statement to the participants of the conference.
2.     The executive summaries of the workshops written by the NACE Advisory Board focal points 
After welcoming all our CEC participanty by Nelly Corbel, NACE Secretariat, the keynote speech Measuring Life Skills and Citizenship Education to enhance Active Citizenship and Social Cohesion was held by Professor Bryony Hoskins, Roehampton University.
Within the next days we had further fascinating contributions such as the intervention from Mr Hafez Al Mirazi and the storytelling interview by Emad Karim.
The CEC III has provided “a platform and a critical space for participants from different geopolitical backgrounds to interact”. The conference gave the opportunity “to connect practitioners and experts to meet and discuss on a deeper level, interrogate issues, share experiences and leave with concrete action plans.”

In order to put these ideas into practice, dedicated participants were needed. NACE was very pleased by the fact that so many brilliant and dedicated participants were a part of our T.R.I.P. and made the CEC what it actually became.
Thank you again for your strong commitment during the Pre-Conference and the Main Conference. The outcomes and recommendations show what great work was done in a few days. We are delighted that you, as part of CEC III, have contributed to our goals and vision.
At this point we would like to thank all our partners and supporters once again. Without your outstanding cooperation the CEC III would not have been possible. Thank you!

NACE Database

During the third CEC III in Casablanca in December 2018 NACE together with our cooperation partner SimSim from Morocco the preliminary version of the NACE Database has launched.
The current version of the NACE Database connects the Country Profiles, a collection of background information like the brief history of citizenship education and the definition of local civic education with the regional research, realized by the Danish Egyptian Dialogue Institute (DEDI) from 2012 to 2017.
The NACE Database offers an overview about organizations related to civic education in 10 different countries such as Egypt, Jordan, Tunisia, Palestine, Libya, Sudan, UAE, Lebanon, Morocco and Algeria.
Since NACE sees itself as a growing and learning network, there is also the opportunity to regsiter, organizations which are not listed in the research and now want to become part of the NACE Database can register here.
Within the second phase of the NACE Database it will also be possible to add new countries, so please register, even if your country is not listed yet. Every new registration will be added to the NACE Database after successful verification.
In order to establish the NACE Database as a tool for civic education in the region, a Needs Assesment is also planned. In addition to the current version of the NACE Database, we want to ensure that stakeholders and individual experts also become part of our NACE Database within the second phase of the NACE Database.

Civic Edutainment Manual

With the aim of introducing the concept of Edutainment to the Civic Education field and documenting the efforts of Egyptian actors in that field, the Danish Egyptian Dialogue Institute (DEDI), in affiliation with NACE created the Civic Edutainment ManualCivic Edutainment, as a new term, can be defined as the implementation of civic education methods through entertaining means and engaging activities. It does not only increase participants’ involvement and enhance their abilities to use their skills and experiences in the educational process, it also addresses deeper levels of consciousness that result in more impactful and transformative learning experiences.

DEDI initiated the Civic Edutainment Manualto document the best practices in the field of Civic Education, that adopt entertainment and art as a way of learning. The documentation was done, based on participatory bases through a series of interviews and workshops with Egyptian organizations and practitioners. The ultimate objective of the manual is raising the awareness of the concept Civic Edutainmentand encouraging CE practitioners to adopt it for more interactive and experiential learning experiences in CE field. 

As the Civic Edutainment Manualis based on the experiences and lessons learned from actors working on Civic Education in Egypt, the first chapter released in March 2019 highlighted five methodologies, and their applications by five Egyptian organizations, providing a theoretical background for each method, and practical tips for each application. The five methodologies are, Role-playing(by Tahrir Lounge), Practice-based learning (by Lazord Fellowship at Gerhart Center), Drama(by Greenish), Debates(by Think Tank Development Solutions), and Creative expression(by Arab Digital Expression Foundation).

The Civic Edutainment Manual is composed of three main components: 

1-A written documentation of five different Edutainment methodologies and their practices in the Egyptian context. Revolving around the concept of Edutainment, the researcher spotted the light on selected set of organizations that focus on these methods, interviewing their team, and linking their experiences to the theoretical background of each method

The Launch event of the Civic Edutainment Manual was held on Wednesday 13thMarch at DEDI’s premises in Zamalek Cairo. The event started with a welcome speech by Dr. Hans Nielsen, the Director of the Danish Egyptian Dialogue Institute, followed by brief insights by the lead author of the study and representatives from the five featured organizations. Finally, the attendees had a vibrant discussion on the following steps for the Civic Edutainment Manual and how to capitalize on the existing efforts. The event was attended by the Egypt-based members of NACE, the most prominent Egyptian actors at the Civic Education field and DEDI Civic Education projects’ alumni and partners.

CEFP – Civic Education For Participation: Dialogue on Gender – increasing the awareness

The Civic Education for Participation Program (CEFP) at the Danish Egyptian dialogue Institute (DEDI) has launched it’s seventh curriculum on Gender on January, 2019. The first appearance of the curriculum was at  CEFP camp on Gender, a 5-days workshop under the title “Dialogue on Gender”. The camp objective was to provide the participants with the basic Gender knowledge and skills, exploring both the theory and the practice. The workshop was attended by 22 young Egyptians from all over the country, and it took place from 21st to the 25th of January.

Gender has been on DEDI’s agenda for the last few years. Being a contested and relatively recent topic in Egypt, Gender only finds limited spaces to be explored, investigated and discussed. With this workshop, CEFP was proud to provide the participants with a basic understanding of Gender and – more importantly – to create a space where people coming from different backgrounds with different perspectives could come together and discuss Gender under the main principles of constructive dialogue. A variety of speakers guested the workshop each talking from their own fields of expertise. The workshop hosted two teaching professors to speak about the historical development of the concept of Gender and mainstreaming Gender theories. On the other hand, two experts from UNWomen and GIZ, discussed with the participants the different practices of Gender projects and policies. Through case-studies the participants were encouraged to engage in discussions on Gender related topics and issues such as gender roles, harassment, gender based violence, discrimination and women rights, as they were enabled to reflect critically on their context. On the last day, each participant worked on an initiative based on what they learned at the camp, linking it to their field of interest, producing either project plan, advocacy campaigns or policy papers. Theworkshop is a part of DEDI’s Civic Education for Participation Program, and it is the second workshop done on the theme of Gender. The workshop combined technical knowledge from the curriculum with practical practises at the camp, providing the participants withuseful knowledge and a solid set of tools of how toengage in constructive dialogues at the field of Gender.


Goethe-Institut Cairo: ToI Civic Education

Under the framework of the “Dialogue & Transition” programme supported by the German Federal Foreign Office, the Goethe-Institut is implementing several projects facilitating mobility in the culture and education sectors and fostering exchange between stakeholders in North Africa, the Middle East and Germany. Recognizing the importance and strong potential of civil society in shaping societies, one of these projects in particular aims at strengthening civic education and active civil society organisations in the region.

Since 2014, the Goethe-Institut Cairo has been partnering up with the Center for Applied Policy Research (CAP) at the Ludwig-Maximilian University of Munich, Germany, to offer a Training-of-Trainers course on civic education in order to bring together trainers with different backgrounds (communication, leadership, organizational development, advocacy, media, art etc.) from civil society organisations from Egypt, Jordan, Morocco and Tunisia.

Building on the previous Training-of-Trainers courses (ToTs) and in an effort to continuously adapt to participants’ needs, a further developed Training-of-Instructors (ToI) course will be offered this year, targeting alumni of the previous ToT courses.

The contents of the ToI course are based on the experiences and discussions on civic education within the ToT courses of the past five years (tolerance, identity, acceptance of differences, gender equity, inclusion, leadership, project management and organisational development). It aims to enable the participants to conceive and implement customized Training-of-Trainers courses on civic education in their different professional contexts, adapted in accordance to local needs and based on the specific training approach.

The four modules of the ToI course build upon the participant’s experiences of being trainers, they provide expertise of training methodologies and on how to best convey participant´s knowledge. The participants will get to know important concepts and will experience practical activities from a rich pool of exercises, customized to their specific needs. In addition, the participants will have the opportunity to put the learned methodologies into practice in their countries by implementing their own ToTs which are linked to the ToI and consist of three modules. The participants will receive feedback on their ToTs by the course trainers and other participants, giving them the opportunity to further reflect on the experience.

The different tools and methodologies that will be introduced and implemented, will be accessible soon in the comprehensive Arabic open source manual “360° Civic Education. Value-based Concepts and Experiential Activities”.

Mosta9bali

Mosta9bali is a Theodor-Heuss-Kolleg program implemented in Tunisia as a joint project of MitOst, Gabes Action and ‘Association Jlij pour l’Environment Marin’ and financed by the German Foreign Office. This program aims to inspire and empower youth aged 16-25 from Tunisia to become active citizens with the skills to shape Tunisia’s future. Youth make up 70 percent of Tunisia’s population, and in the waves of radical transformation that have occurred in the last few years, Tunisia’s youth have the critical opportunity to make positive change in their local communities and decide the future of Tunisia. 
Mosta9bali has two program lines, one in Djerba and the other in Gabes.
Since its start in July 2017, Mosta9bali has already reached more than 120 young people who implemented almost 40 initiatives in their communities to create a positive, sustainable, social impact on a local level. Participants learn to develop and express own ideas for their communities as well as to implement them on their own in small groups.
Thereby they learn not only a lot about soft skills, project management and their own communities, but also that positive change is possible and begins always with the own person.

Foundation for Human Rights Initiative (FHRI)

The Foundation for Human Rights Initiative (FHRI) together with Bangoma Integrated Development Association (BIDA), in Uganda with support from the French Embassy in Uganda, carried out a series of events under the project theme; ‘My Rights, My Power’. The main aim of the project was to empower Mbale women market vendors with human rights knowledge so that they can also demand for accountability from their leaders.

On 7th and 8th March 2018, a human rights sensitization workshop for leaders was held at Wash and Wills Country Home, Mbale. The workshop was graced by Dr. Darius Tavassoli, Head of Cooperation from the French Embassy who represented the French Ambassador to Uganda H.E Stephanie Rivol.  He noted that when we talk about rights, we should also know that there are duties attached. He emphasized that we all have rights and they have no end but we should be mindful of others in exercising them. Dr. Tavassoli noted that beyond a woman, there is a lot of identity and therefore urged the participants to come up with social priority innovation ideas.

In his remarks, Dr. Livingstone Sewanyana, the Executive Director of FHRI thanked the French embassy for the support towards the project codenamed; ‘My Rights, My power’. He underscored the power of women to change society. He noted that women have a right in decision-making processes and therefore all women should be empowered.

The workshop was followed by a one hour radio talk show at Step Radio and discussed the ‘My Rights, My Power’ project. Further, on 10th March 2018, 3 open-day human rights sensitization sessions were carried out in Bugwere market, Soroti market and Mbale Central market. The events in Mbale were concluded on 11th March 2018 with a Legal Aid Camp where 80 cases were filed. It was run by paralegals and law students.


MAC CLUB leadership working space M.A.C.L.W

Youth are the main asset that drives the engine of productivity in the society today and tomorrow. Therefore allowing them to be empowered personally and professionally would be a corner stone towards better community status. MAC Club for Social Development in partnership with the U.S. Consulate General in Alexandria and UK Consulate General, inaugurated Make a Contribution Leadership Workspace (M.A.C.L.W) at Radisson Blu Hotel in Alexandria from 26 till 29 July 2018.
In a 4 days training programme, 40 participants were empowered on the leadership and capacity building level through inquiry approach and integrative methodology. Participants acquired facilitation and presentation skills according to fundamental techniques on Project management, awareness raising campaigns and event planning. In addition, participants got a certification as aspire community leaders, as they will be working as community coordinators with a social development organization. Training Structure was a Series of training sessions based on the non-formal education approach and peer-to- peer education.
Case studies and thematic group discussion that will stimulate in-depth participatory reflections as well as group working and experiential learning activities with a view of strengthening competencies in the field of civic education and participation. The training and its approach focusses on using individual and structural human resources as agents of change and professionalization.

Ambassador for Dialogue

The Vision of the Ambassadors for Dialogue is promoting peaceful coexistence by means of dialogue. They enhance mutual understanding between youth across ethnic, religious, ideological and other divides by engaging them in dialogue with each other. We inspire, motivate and enable youth from Denmark and the Arab world to redefine their views of themselves, the other’ and the world, to practice dialogue more – and be more dialogical – in their daily lives, to engage themselves in dialogue with other youth and to engage other youth in dialogue with each other, to practice, integrate and promote dialogical tools, methodologies, approaches and values in their organizations, communities and societies and to inspire other youth to practice dialogue more – and be more dialogical – in their daily lives.

The Legal Umbrella of the project is the Danish Egyptian Dialogue Institute (DEDI). The Project operates on the international, regional, and national levels.

Future events in 2019:

Regional Seminar:
The regional seminar is a seminar to exchange experiences of national teams from Tunisia, Egypt and, Jordan. It will take place in Jordan from the 15th of March till the 22nd of March 2019. The aim of the seminar is to give a space for dialogue practitioners from the national teams in the 3 countries to exchange different experiences around dialogue.  

International Seminar:
The international seminar started last october in 2018 with 27 ambassadors for dialogue from Denmark, Egypt, Tunisia and, Jordan. They attended a training for 5 days on dialogue and dialogue facilitation. The second phase of the seminar will take place in Denmark from the 24th of April till 4th of may 2019. During this seminar the ambassadors will receive training and will be facilitating dialogue workshops in Denmark.
